I'd say the opposite: Imu is "more" hands-on the wheel now than in GV, where he was in a vague shape. Here he took control, used his powers in a much more extensive manner, used techniques, demonified Guko and used a haki burst comparable if not superior to GV's.

gunko body is that of a HK and mind controlled. imuko haki blast is definitely >>> GV imu, it was almost the size of elbaf which is way bigger than GV itself.

I think that is mostly about the memory loss of Gunko, while Saturn is basically a willing slave.
