the fact that the WG didn't know Loki has a Df, implies he never really used it as a pirate, and was just traveling the world without showing his full strength, except for when he killed Harald, which isn't explicitly factored as far as we know. Pretty similar to what Teach was doing under Whitebeards ship, where he had a bounty of literally 0
The equivalent would be if cipher pol was never at Wano, and no one ever figured out Luffy took him down, and his bounty remained at 1.5 billion.

Loki deep down is a good natured person he most likely wasn’t “ rampaging out at sea” like they said he was what Happend was that he saved someone most likely Lola form a huge threat and it got turned into him being a “rampaging giant pit at sea1!1!”

It isn't. DF is mentioned as a highlighted strength of Crocodile's, something he possessed when he had 81 mil. Same with Boa Hancock, the WG feared her but only gave her a bounty of 80 mil despite that. Again, Bounties are never given for somebody simply possessing a special DF. Luffy, Law, Boa, countless have all proved it. They're always based on events the WG believes the characters accomplished or the total prowess gain they now have after some years.
Luffy had gained a bounty of 1.5 Billion, the WG was not sure about what specifically Luffy's DF was, until Wano. Yet what happened?? Luffy was actively using his DF in front of Marines long before that. Usage of the DF has no correlation to IMU or Gorosei being aware of it being that specific DF. Unless your claim now is Luffy did not use the nika fruit before Wano, then by all means go ahead.
Loki fights a top tier or two with his DF, but the marines only see them in his hybrid form or base form near the end of the battle... are you gonna claim the DF has no factor in it? Hopefully not.
