Imu definitely recognizes the fruit from having seen it before. He's like double Jarul's age. This means that despite Loki being an ancient Giant pirate for 8 years never revealed his power to someone who could report it to even the Gorosei, who would have reported it to Imu like Luffy's power was reported to Imu.

Related to DF power is not based on DF. The DF power is a tool that factors into the event created by the character, yes.

Meaning: if a character is more powerful because he has a power the WG doesn't knwo about, his bounty gets higher. Or if you want: Loki never did something that required him to use his DF for.

Which is nothing strange.

If you want to push Shanks and other title holders above Loki, I can understand that. But there's really no basis for Luffy being explicitly stronger then Loki anymore, if the WG was including Loki stopping Haralds rampage(Something Gaban couldn't even dream of doing), his bounty is at least in the 3 billions. We never got an actual bounty for Ray and Gaban, but I'd imagine it would be around the 3 billion range at least. Luffy saying he would stop him pretty much means nothing because:
Luffy thinks he will beat everyone, including pre TS Ace when he didn't have Haki
Luffy is willing to use dirty tactics to a win a fight anyway, something he's confirmed to Croco and Katakuri, and he explicitly did against like every opponent in the new world.

Obviously Luffy will reach/surpass Loki's PL maybe even by the end of the arc. But as it currently stands, Loki is the strongest in the alliance, which is why Imu is noticing him this chap even.

Other than plot armor for the SHs and others, Oda pretty much had to clown on the Elders just to have the SHs and others escape.

But despite being clowned on, with the exception of Saturn, none of the Elders truly went all out, heck three of the Elders have yet to show off their hybrid forms.

Also it took the SHs having plot armor, the help of the Giants, the help of the Pacifistas though Bonney, and the help of Emet just to hold back and escape from the Elders.

So even if Oda had to clown on them, they were still portrayed as huge threats who couldn't be taken down no matter what.

@Fujishiro is right, when they have full fights next time, is when we will finally see them go all out.

By then we will really know if the others are truly bums like Saturn or not.

Oda should’ve just had Saturn summon a few Holy Knights. Saturn summoning the rest of the Gorosei was just dumb and only happened for the sake of cheap hype.

This is the same terrible argument Dracule fans make where they assume his WSS is the reason behind his bounty. Again, he had the DF at 81 mil, Boa had it at 80 mil... they're now worth over 1.5Bil... The bigger factor for Crocodile is he's an equal of Mihawk's in the cross guild, even though it's not a factor listed, basically a 3rd-in-command of an Emperor crew while being on par with Dracule.

- This again is not how it works, no matter how much you want it to. Law possesses a DF worth 5 billion, WG knew of it since pre-TS... his bounty even after Dressrosa was only 500 million. Why? Because bounties are based on the shit you do, not simply what the worth of your DF is, added on to you.

Monkey D. Luffy, possesses the DF the WG fears the most, less than Buggy. Why? Because he didn't have an accomplishment deserving that amount. The "coverup" wasn't done for Luffy's prowess, it was done for the image specifically because they didn't want the form being shown. No different than changing Roger's name into Gold Roger to hide the D.
