This needs to be said by Oda; the only thing we know is that Imu can use Domi Reversi against everyone. We haven't seen a limit to it yet, nor have we seen anyone unaffected by it. If haki at the same level as Imu or stronger than Imu is required, Loki is neither as strong as him nor stronger, so you can't find an excuse for that. Just because you don't want it to happen doesn't mean it won't.
