Sanji is the one that always get nerfed and still wins in dominating fashion, dummy.
The rooftop confrontation was about Emperors versus Worst Generation.
Sanji wasn't part of the Worst Generation because Oda settled on his secret origin story LONG BEFORE he created the Worst Gen, which he did in response to feedback from an editor. Oda never planned for Law and Kid to be as important as they turned out to be.
He ALWAYS planned on keeping Sanji out of the spotlight until the right time. It's why he didn't get a bounty after Alabasta and CP9 didn't know what to expect.
More headcanon. Take it to a fan fiction site.

Losing Zoro would mean losing a highly capable fighter.
Losing Sanji would mean losing an equally capable fighter and nigh impossible to replace cook.

What's in the manga so far is that Mihawk has the title and that he and Shanks used to duel frequently prior to the latter losing his arm.
What's not in the manga is when Mihawk got the title or how he got it.

A: Avoid getting too close to him so as to not risk getting hit point blank by a quake punch
B: Run straight into his fist so the quake punch does the least amount of damage possible

It said Mihawk's sword skills as superior to Shanks, which could be true. Sword skill isn't just or predominantly Haki. It's styles and technique first. That includes shit like using multiple swords and setting swords on fire or using rose petals, etc.
Mihawk could have absurd technique and still be weaker than Shanks because the latter has superior Haki, and likely a DF sword if Shamrock is any indication.
If Haki isn't taken into account, Sanji fucking crushes him. Physically they are not close at all due to Germa awakening. Even prior, Sanji had better physical feats.
