Oda literally reduced the enemy forces this chapter by switch Dorry and Brogy back to normal. Wouldn't make sense for Oda to do that and then just call for reinforcements.

Usopp like the other strawhats will likely fight their own nightmare. In his case he'll have the most nightmares.

It's not the same situation. Usopp needs to be at least around veteran level to dominate a HK in a fight. He couldn't do shit to Page One and Ulti.
