Thus, the mountains are average in size. They can be 600m as well. I have no reason to assume the contrast.
You posted the Loki panel but I can easily just find one when PS Kurama was comparable to one of those mountains:
You could say "Kishimoto wasn't consistent with these panels" but he's clearly significantly more consistent than Oda and we can legit see several panels how comparable PS Kurama is to the mountains.
The reason I say Elbaf mountains are rather large is because these mountains are in the giant's country where everything is at least 5 - 10x the original size.

It's quite easy, the OP world does scale, in fact, higher than Naruto. The same way how Fairy Tail world scales higher than Naruto but is closer to OP world. Bleach' Earth is just like irl one, same with DB. On the other hand, Toriko's Earth is the largest among all of these shonen mangas.
It's not always black & white. Some verses are larger, some are smaller. One Piece' world is a blue planet where islands the size of our irl countries appear extremely small in comparison to the Grand Line, let alone the seas, let alone Red Line.
