Well no....the statement is nonsense when Maki has way less impact in the canon story, like she could not exist and not that much changes. Toji doesn't exist just to hype Maki, that statement is nonsense. Toji is literally the reason the entire show even exists the way it does, he's the reason behind Gojo being Gojo, Geto being Geto so on so forth.
Maki doesn't impact the story nearly as much, to call Toji's existence just Maki hype is hilariously wrong. If anything Maki just exists to further the Toji agenda, she's an extension of Toji and a sort of a what if for the heavenly restriction path. Without Toji Maki is pretty much nothing, without Maki Toji doesn't miss a beat, he's his own character with or without her. She relies on him to generate her hype, thus she is moreso just an extension of him rather than the other way around.
