Anyone with a brain can tell they aren’t top tiers but where exactly do they fall in the “commander” spectrum

They’ve been embarrassed by top tiers (Luffy, Whitebeard, Rayleigh, Gaban) or jumped by strong fighters (Sanji, Jinbei, Franky)
