Ragnir handled with ease the same form of Imu that negged Xebec
Rocks became strong. Kaido and Loki surpassed him, because his Will inspired them, so they CHOSE to inherit it. Keep in mind I think Xebec's Big Score Sengoku mentioned in 957
Loki will surpass Kaido (who I still think is his brother), and man Pluton with the Galleila Giants.
Shanks is stronger than Roger, and Luffy will surpass both once he fixes his cooldowns.
Zoro will surpass Mihawk, which is what Mihawk wanted (IMO Mihawk realized individual strength was not alone to beat the WG, and sought to find a swordsman who could surpass him and destroy them)
We want the Legends to be the Ultimate, but they are meant to be surpassed.
