Joyboy is a character whose name we have known since Fishman Island, we had heard of the Sun God in Skypiea, even if it was planned later, they did not appear all of a sudden.

Someone like Joyboy and Davey Jones has always existed though. Hell Davey Jones was named drop in East Blue sage. Imu Someone Ida clearly came up with during the timeskip. Same goes for Rocks that's why he and Imu have always been connected.
