obviously they were weaker back then . Its the great pirate era now the pirates are stronger so are the navy who face them . People should understand by seing loki destroy harald . Admirals now have a 3 B bounty given by oda wich is highter then the bounty given to loki there is 0 reason for loki to have a lower bounties then admirals except being weaker then them or hyping him being a bit stronger then them after elbaff with a slightly bigger bounty .
