The Yonko never had a chance of being the final antagonists even before the "creation" of Imu
Because Blackbeard exists. All 4 Yonko (or 3, however you wanna spin it) acting as obstacles that Luffy overcomes one by one could never come to fruition in a fluid manner
Once he defeats one why would we want him to topple another? It's the same problem that people had with the theory that Big Mom would return in Elbaf or the Strawhats would return to Totto Land. It's narratively unsatisfying to have Luffy work backwards to handle opponents he had already fought or encountered especially as a major showdown
Let's assume the story plays out in the way you want it. It's too sequential or "formulaic" to be interesting. Luffy goes to Wano and beats Kaido -> Luffy goes back to Totto Land and beats Big Mom -> Luffy fights Shanks for the final RP - > Luffy then fights Blackbeard as the final antagonist
I'm the last person that will tell you the story is perfect but what you're suggesting also has it's fair share of issues
