I think Painthawk is a fraud. Why?
1.) Young Shanks and Painthawk had several equal duels in the past.
2.) Young Shanks already had ACoC but was slapped into oblivion by HK Harald. Soon afterwards, Young Shanks lost his arm.
3.) Afterwards, Painthawk ducked every single fight against crippled Shanks. A few years later, Shanks became emperor.

So Shanks either became even weaker due to losing his arm and there's no way he could ever beat Woki in a fair 1vs1 or Shanks became far stronger and Painthawk ducked all the battles for a solid reason.
