It's not about what I believe, it's what the Gorosei believe about the Admirals within the WG power hierarchy. This statement can have big implications. At the very least I think Shamrock might need to be put on fraudwatch, not saying he is a fraud but this warrants fraudwatch.

It's always been:
Admiral ~ Pirate King > Yonko > Gorosei

Yea the dialogue here is very critical. Either way an Admiral is very highly regarded by them, but by how much compared to themselves depends on the exact wording. If it's as the Spoiler states then it's pretty wild.
