I understand you're upset because this chapter confirmed HKs were weaker than both admirals and gorosei as a group so I will be lenient

The only difference here is Luffy couldn’t kill the Gorosei, he had no trouble landing attacks on them.

Him being competent but unable to kill them is one thing

So Imu is basically a lunarian with horns and a tail. I wonder if it's related to the fact they were mentioned to have lived on top of the redline all this time before their "extinction".

However the fact he has other traits like horns and tail might suggest other/deeper bloodline for him. Either this or he got these new features because of his Devil Fruit, with the name and tail supposed to match the Devil 😈

But it also basically confirms that Imu himself comes from the Void century and thus doesn't come from the first world, and thus makes it even more possible for him not to actually be the final villain

As for the Admiral/Gorosei/HK debate, I'd say it depends on the wording, but from a logical standpoint, I think it was more referring to Imu sending one of his top forces(admiral/gorosei) to Elbaf, which at the very least further confirms the admirals are above HKs depending on what's going on with Shamrock, the holy land and whoever is attacking it right now.

Like for example, if they aimed at Shamrock going back to the holy land to protect it, it could explain why he won't be included

Ever since Admiral got side quest mid diffed by Rocks the Admiral fans have been starving for the smallest crumbs.
It is best to wait for raws and translations but this is just stupid reading comprehension to equate the Admiral to Goroseis. From what can be understood with the context the scene depicts that the Gorosei are aware of the pain it will cause Imu to go himself and for that they say that they can send an Admiral, the highest military deployment or if Imu wants they themselves will go just to spare Imu the pain of going himself.

I may not be understanding your point in saying this tbh. It sounds like you're referring to a lack of tension caused by Luffy not physically losing?

Luffy does not need to lose.

It’s the fact that when Luffy left the island after going up against every Gorosei sans Nusjuro and Kizaru, Oda did not have any land clean blows on him.

In the actual fighting going on, they were all incapable of landing attacks on Luffy. Mars got the best shot when Luffy intentionally shielded everyone from Mars’ strike, otherwise they posed literal 0 threat to Luffy in terms of ability
