There’s not enough content in a single chapter of most manga to be good for 20 minutes.

In the modern golden standard for anime , Bleach’s TYBW, it was at worst 3.5 chapters per episode

Idk about other anime.

But Wano, WCI, Dressrosa had even worse pacing than 1 Chapter per episode.
