I’ll admit that Jiraiya and Orochimaru might’ve ended up with better feats than Kisame had they stayed in the story long enough to benefit from powercreep, but as it stands, Kisame has objectively better feats

We clearly know who´s the bigger deal, Akatsuki of the week vs a villain who carries several arcs and nearly destroyed Konoha.

Cut out Enies Lobby, Thriller Bark, Fishman Island and Wano and you can get through it pretty decently.
