That´s because Orochimaru and Itachi would be 2 alphas. You might as well ask why Itachi wasn´t partnered with Pain, or why Obito isn´t partnered with Sasori. There´s always one in the duo who gets more focus, by structure. We literally know that the strongest in the Akatsuki was partnered with Konan. Narratively, Orochimaru can´t be in the Akatsuki, because he´s doing his own thing. This continues with kabuto being partnered with Obito through blackmail, not being another Akatsuki of the week. Orochimaru is partnered with Jiraiya, who´s portrayed as his inferior constantly, and has someone like Kabuto working under him. You´re doing too much off a throwaway statement from some fodder. Kisame isn´t someone who goes around beating other Akatsuki members like Itachi does, nor is he someone Obito would have to be worried about.
