Kind of an interesting twist between Doffy and Kaido's rule. Like the celestial dragons, Doflamingo was constantly trying to push the ugliness out of sight. Kaido wanted the inequality in plain sight.
I think this has a lot to do with Kaido wanting to create conditions in Wano that would lead to Joy Boy liberating the country though.
Doflamingo's stated goal is to destroy the entire world. I honestly think he would work well as the final villain.
