Pluton isn't gonna activate itself.
Not sure about Carrot. I think she's joining. The weird thing about her is she's never got an actual invite. Kinemon, Momo, Yamato, Tama. These characters all have invites to join the crew from Luffy directly.
Everything else indicates that she should join at some point. But Luffy never gave her an invite, so I don't know.
We'll deal with Pluton soon, now that Imu is active.
The Gorosei were hesitant to invade Wano, before.
Now that Imu has actually descended, Wano will be targeted shortly. We're gonna get another disgusting human hunt. This time with Hiyori instead of Shakky. Hehhhhh.

So, I look at it like this.
Nerona Imu > Pluton > Gorosei
Gorosei knew from past experiences that they couldn't handle Pluton themselves. I'm guessing that Pluton was ordered to guard Wano.
Imu is decidedly above Pluton, though. Now that Imu is active, the WG has a force stronger than Pluton, allowing them to invade.
Pluton guarding the country and being above the Gorosei in power is pretty much the only satisfying explanation as to why the world government hasn't invaded the country since the void century.
They aren't scared of wano.
They're scared of pluton.

I imagine it's probably just so we can get a broader context to the war in the void century, the 20 kingdoms likely aren't *too* far removed from the OG World collapsing in itself and they assume that the AK or Soyboy or whatever is the new version of that.
But idk why people think Oda is going to make the One Piece silmarillion. We're probably not even going to get a flashback, or just some quick thing on Luffy's 7th parallel. Does anyone really want to see John Elbaf anyway?
