You can’t compare that to a devil fruit that potentially takes years to master and can’t be used to its full potential (typically) without mastery over haki

Something that other candidates don’t really have

we see that literally in the chapter she was introduced in the manga
and oda is always remembering us of this power

There's no correlation between that and the rain godess, it's a forced and contrived explanation
