No they don't. Not via this lvl of hax. An omen nuke or simply defending with haki would counter their killshots for the most part.

This must be dodged afawk. Unless you have something above Imu lvl Omen nuke + Imu lvl haki. Or a very very specific counter we don't know.

Assuming Ragnir is the one who put the Galley-La on ice and only ragnir can undo their freeze, it just means:
1) It's genuine hax but only activates when you get hit clean — otherwise, Loki would've frozen Imu by now.

Hell, Loki hit Imu clean and didn't decide to freeze him — if it was such a sure-kill move, why didn't Loki freeze Imu then and there? Could chalk it up to PIS perhaps

2) Imu didn't really try very hard to break the ice, he just sent a random nameless explosion to it. What if someone coated in strong haki or with their own hax was inside, could that work?

3) If it is a one-shot kill, we both know that it wouldn't be as easy as that in any actual 1v1 between Loki/Ragnir and a top-tier. Sure, if it lands it could be a one-shot kill, but all it'd mean is the top-tier will have to dodge or block Ragnir and avoid getting hit clean. It's like Akainu's Meigou, Crocodile's moisture drain, Magellan's poison etc... It's just another ability you have to play around as opposed to proof that Loki actually neg-diffs top-tiers.

Take Kizaru for example — he'd run circles around Loki so good luck trapping Kizaru in ice.

All those things you mentioned aren’t true one shots like this one. If even Imu can’t break Ragnir’s ice, you know what that implies for the rest of the cast, right? Fucking Kuma tanked through Meigou for example, that shit is easily physically blockable by top-tiers (at least theoretically).

You already has Mihawk, then why Shamrock? Also, Shamrock is too narratively important to end up as an Zolo opponent.

Teach and Luffy are obviously for Imcel, and Drag-on would get paired up with Garling, who's done more explicitly evil than Shamrock and is in his age range. Shanks is just not working either

Zolo and Scrubo have basically nothing going for them with regards to fighting Shamrock, other than being powerful underlings of guys directly opposed to Imu. And Zoro is already guaranteed to fight Venus

Sure, I had Sabo vs Shamrock for quite some time:

I have Dragon vs Garling too, and so Sabo vs Shamrock makes even more sense because:

- the HKs were hyped to be a fight for the revs, and Shamrock is HK's leader while Sabo is Rev's chief of staff;
- both are kind of the same figure: "brother of" and the "child"/protegé of the big figure and both have climbed the ranks to be the highest ranking person under them (in Shamrock's case, under the Gorosei rank as a whole);
- last, both are in that double spread.

Pissjuro is a Imu's underling side character swordsman, he fits perfectly for Zolo.

And no, Mihawk can be not evil, but that doesn't disqualifies him for bein an opponent lol. You could argue at least Shiryu will kill him lol
