Hitsugaya has never once showed he is capable of keeping up with Ulquiorra. We have plenty of examples of far weaker slower characters having Hitsugaya fighting for his life. Against Grimmjow's underling, against Luppi.

It's not a boost for Hitsugaya but rather Halibel gets downscaled for being unable to destroy Hitsugaya, because we already know how susceptible he is in raw stats. We have no point of reference for Hallibel's combat stats.

It's as simple as that.

Therefore, SS Ichigo being comparable or faster than Byakuya doesn't translate into HM Ichigo being the same.

Anyone who is struggling with Luppi in a 4v1 or who is physically struggling against Grimmjow's fraccion in a 1v1 and needs a limit release to catch him offguard or at the very least deal with him cannot even hope to keep up with Ulquiorra.

Like I said, we have multiple references for Hitsugaya's raw combat ability. His ice abilities are a useless discussion to be had. He lacks the stats to tango. Halibel is not a reference because we have no references to her raw CQC other than being unable to neg Hitsugaya which is a bad look for her because we do indeed have multiple references to Hitsugaya's combat ability. All this means is Halibel is overly reliant on her ability and reiatsu and does not have anywhere close to Ulquiorra's CQC ability which would outright dominate Hitsugaya.
