Pretending that Kisame is actually stronger than Killer bee if he used his tailed beast form so you can put him over Orochimaru is a good troll, but aside from that it's not the worst list probably

Kisame gets trashed by Orochimaru, we already saw how he revered the three sanin when he encountered Jiraiya, saying he’s not on the level “to make a difference” in a fight between Itachi and Jiraiya, literal crossfire fodder
This doesn’t include Tsunade obviously
