I wonder if that's why Loki's bounty is special - because Ragnir is a separate entity, and therefore we could divide the bounty in half, or not attribute all of Loki's achievements to him alone.

Pretty sure the "special" bounty thing is only because he's royalty and Imu was specifically targeting the king of Elbaf (and his killer)

Remember that he only found out about Nidhogg and Ragnir AFTER he appeared in Elbaf (as Gunko or himself)

Meaning Loki's bounty has NOTHING to do with his powers or weapon, just his mere existence.

The Sannin title is kinda fraudulent tbh. They only got it for surviving a 3v1 with Mifune’s rival

I'll always rate the sannin respectfully cuz of part 1 and the three way summoning. Shit was gas. But part 2 kinda shat on them. Jiraiya got powercreeped badly. Orochimaru became a joke at the end, someone who couldn't control nature energy and comic relief. Tsunade got some nice feats and insane survival but she was overshadowed by Oonoki

He's pretty much only really taken L's to Hax, like sealing weapons and Genjutsu

Certainly, he isn't going down to Kisame unless in cqc.

Anyway, my point is I don't see how you can downscale Orochimaru for not overpowering the 4 tails without being able to properly use his arms lol. What does Kisame do in that situation?

Jutsu absorption > regen merchant. He could probably suck out all of Orochimaru's chakra and make him hit his regen limit faster. He has no way out of his waterdome and regen doesn't really cover suffocation. Given Oro limited shown arsenal I don't see a way he could take on Kisame. You can rep/portrayal scale Oro to win in part 1, but part 2 that all stops being kinda relevant and there's a tall feats barrier to overcome

Oro has winning chance depending on whether Kisame can deal with Yamata no Orochi justu or not. In general I rank them on same level but Kisame has the advantage.
