So who is this guy?

He has somewhat of a Yakuza vibe, could be an Admiral. The fact that he showed up alongside a Gorosei could be similar to how Kizaru was sent to protect Saturn on Egghead.

Then again he doesn’t seem to be dressed like an Admiral or a Marine, so he could not be affiliated with them.

He could have been the Holy Knight Commander before Garling, which raises the question if he will ever appear again?

He could be the Burning Man, who was foreshadowed as being affiliated with the World Government. Could he have been promoted from Holy Knight Commander to Road Poneglyph guardian?

Yeah, I think tying a former Gods Knight to the man marked by flames makes the most sense. You could have it be some random pirates or whatever, but getting some exposition from the inner WG makes sense imo. It would also explain why he keeps a low profile

I think Shiryu saying the government has the last RP is interesting, but it's pretty much his version of a conspiracy theory, I imagine it's being offered as a sort of red herring. The man marked by flames used government Intel to get it, and then ran away. I mean, why wouldn't the government just keep it in Mariejois?

I hope that he isn't related to Shiryu lol. Making pirates connected to the CD's is getting forced at a point. It works really well with Doffy, but why would some random impel down worker be a Celestial dragon? Why would guys like Shiryu not want to be in Mariejois with their family? That doesn't make sense, imo.

I think it’ll somehow be Candelle. Maybe she had the Hormone Fruit before Iva, and this is her true form. Or some other DF power that let him disguise himself.

It seems really weird how Candelle “died” out of nowhere. It screams fake out to me

The WG likely hasn't been interested in RP stuff for 800 years(beyond making them illegal), unless we're to assume they've spent 800 years and have made barely any progress. It's likely in reaction to Laughtale being discovered they took an interest in getting RP's.

Idk about the burned part tbh. Maybe it comes from him trying to violate the contract or something, but that is a fair point.

Why have some random HKs sailing around with the RP though? Why not just put it in the Room of Flowers?
