Candelle was never associated with Mariejois at all. It's just people thinking so because she had a fancy military uniform like the Holy Knights did.

Now, for Shuri. When the king rebelled, Esperia was marked for destruction, but then Growlo remembered he had a kid there, so they sent them in to get her as a recruit.

We have to remember Xebec's family were demonized before Imu manifested, so presumably, the Gorosei can do so as well. So Imu never probably actually manifested in Esperia.
