Loki was preparing to attack and he was focused on him. Ok lets keep your special ed logic. Since base Luffy blitz Imu and he can't react like you said. Imu shouldn't be able to react to g2G4 and G5 right.

If Imu‘s haki was supposed to be the strongest, that Gaban felt HE WOULD HAVE SAID THAT.

And still Imu saw Luffy, if DR Rocks could use haki defense vs Garp and Roger, why didn‘t he do that vs Luffy.
