That means Gaban experienced the strongest CoC in his life until now on god valley. That doesn’t mean Roger/Garp were at their best. In was present and using CoC on god valley, amped Xebec was as well.
Gaban referenced God’s Valley because it was still the most impressive fight haki-wise he ever felt. He had another decade to sail with Roger, and they clearly never encountered that level of combat ever again. The only time that Gaban said another extreme PL statement is when he said that Harald was unstoppable to anybody.

Also, Xebec being weaker than Roger will never make sense. He was at least equal to whatever “peak Roger” is before his death.

This just means the peak of God Valley—Amped Xebec or Imu—anything he felt from Roger individually. Literally the most you can take from it.
 
You know, come to think of it, shouldn't Blackbeard be able to do things like nullify Hancock's petrification and Ragnir's freezing? Since they are DF abilities, and all.
Not really? At least, not from what we've seen? He has shown the ability to shut off DF users ability to use their powers while in direct contact with them, not to nullify or erase things they have already done. I think the closest we have ever seen to that was...him shutting off WB's quake powers by clashing with his darkness. But even then, kinda iffy.
