Haki and DF does work together.
Sanji flames is not a result of his haki or DF.
Completely different thing.

Sanji was using Haki out of time skip. That's confirmed by Luffy himself.
But Haki wasn't the damn thing which helped him get Ifrit Jambe. It was speed and exoskelton. Read the panel you gave yourself.

People already know who are strongest beings on the sea. It's common sense. It's either Yonkou, admiral or warlords. The three balance of power.
Now count the swordsman among them, and then who is better it's as easy as that.
WB had like 5 equals are people statements not narrator or oda sbs kind statement.
WB in his prime was indeed the strongest whether you like it or not.
