Conqueror do give defense . Kaido was using conqueror exactly like you are using armement . You can also use conqueror the advanced way like using an haki barrier . Luffy use conqueror exactly like he would use armement its just stronger . Especially with a conqueror specialist like luffy .
Have you forgoten xebec ? His defense was so strong that garp or roger could not impact him at all without using all of their conqueror haki in 1 attack and he was just protecting himself with his own conqueror . Conqueror can 100% make you toughter . Xebec was doing it .

Xebec was protecting himself with conqueror the exact same way you would do with armement .
Sanji will do the exact same thing with his leg to be able to endure even more heat .
