Imu easily taking out Luffy should make sense, Luffy already had trouble trying to take on Kizaru and Topman in the previous arc, him suddenly being able to take on Imu who is maybe the supposed. final villain would feel very weird.

But the question remains is, will Oda actually commit to it and have Luffy remain defeated.

This is good writing
It would have made zero sense for Luffy to go from failing to beat a nerfed Kizaru and twerk for Topman to be on Imu's level.
Glad he still cares about consistency, here he showed that even a Luffy at the strongest he could possibly be (after stuffing himself of food for over 5 chapters) is still "too weak" for Imu.

Honestly I thought he'd hold his own better but this is fine because he has not had any significant buffs at all, outside of overeating.
