Yes but trying to kill him does not mean he used his strongest possible attack. The fact that imu has such a vast arsenal of combat abilities and weapons means he has a lot more to show. That's also true because he is obviously not going down this arc. So his future fight must have a lot more going on. He did not go all out against both Loki and Luffy. And keep in mind Imu is also nerfed right now because of his time limit.

Lee correct once again, the Twenty Kings were warriors and were likely still top tiers at minimum. I’ll bet Imu is holding onto their weapons and filling them with power so when the Twenty Kings return at EOS, they will have powered up weaponry among other EOS buffs.

We know Ragnir waited 1K years for the next Nidhoggr (Woki)

So no, Loki is strong enough to battle all of the Twenty Kings (and lose)

The Twenty Kings will get EOS buffs though so they’ll be stronger than they were back in the day.
