Oda never had consistent powerscaling to begin with. Authors dont typically care about consistent powerscaling. Only nerds that powerscale in fanbases do lol.

Confining yourself to accurate powerscaling makes it harder to write stories. Hence why, for example, Akira Toriyama stopped giving a fuck after a while and did whatever he felt like doing.
