You can argue that those characters were, at that exact point in time, the characters closest in the running for One Piece, but even that doesn’t make sense with characters who care nothing for the One Piece like Dragon, Sabo, Kuzan, Shamrock, Garling, etc.

Luffy vs blackbeard = Both new yonko. Both children of the D clan. Both having a direct connection with shanks
Shanks vs Shamrock = both identical twin brothers, both celestial dragons (one has disowned that title while the other embraced it). Both are protecters of their version of what they consider balance.
Dragon vs Galing = leader of the revolutionary army vs leader of the Future leader of the Gorosei.
One fights for world domination while the other fights for world liberation.
Luffy vs Imu = Joyboy vs Necroma. Good vs evil. Liberation vs Domination in its purest form. The chosen one vs prophetic destroyer.
Buggy vs Buggy = will he go after the onepiece in earnest or will he pussy out and fail
