Itachi could try to put Kisame in a genjutsu to trick him into letting Itachi out of the water dome, but I’m pretty sure that Samehada can break Kisame out of any of Itachi’s genjutsu besides Tsukuyomi, and Kisame isn’t gonna be stupid enough to look Itachi in the eyes. Amaterasu gets absorbed by Samehada, and Kisame can just fight out of the Totsuka Blade’s range

If Kisame is using the Water Prison Shark Dance jutsu, he's already fused to Samehada & Samehada allows him to feel chakra via his skin. Aka he's now a sensory type shinobi and doesn't need eyesight.

So Itachi's best genjutsu/ninjutsu are rendered useless once Kisame fuses with Samehada. It's only Totsuka Blade that would deal with him, or kinjutsu like Izanagi/Izanami.

The way Oda has been writing Imu’s powers has been so stupid and inconsistent that I guess anything is technically possible, but in order for this theory to be true, you’d have to assume that everyone at the Reverie is so dumb that they didn’t notice there being only 18 weapons in the Throne Room.
