Rayleigh is very old and not in his prime but still BB was not ready to begin a fight with him.
Gaban is his equal so he is damn strong but he can just shine for a limited time against Imu.
At the end of the day he is there to show Luffy what to do to guide him with experience and maybe sacrifice an arm or more so Luffy explodes and his Haki blooms once more.
