They could, the problem is that they couldn't deal with the regen.

I guess the ACoC trick he used against Bummers dont work with HKs that have conquerors.

When fighting an average holy knight, you just use lots of ACOC to break the knight's regen and that's it.

HK Harald is tricky because he's an ACOC master, so if you attack him with ACOC he's gonna neutralize it with his own ACOC and even if you break through his ACOC shield then you'll have no haki left to stop the regen, also Shanks and Gaban didn't want to kill him...

The only way of defeating him is by having God levels of haki or by using some crazy devil fruit hax.

It also helps when papa Harald is suicidal and turns off all of his defenses...
