Yep, Xebec was just far ahead of everyone on God Valley. And I don't think that was his prime, either, considering he wanted a Fruit. I think God Valley Rocks was him close to his prime, though.

Then, over time, the others on God Valley caught up.

This Xebec downplay is pathetic, Rocks has had nothing but hype from Oda since his introduction in Elbaph.

People just cannot accept that the older generations were weaker, and that the entire point is the Pirates are making each other stronger over time to where a Pirate King can actually lead forces against Imu successfully.

Shanks surpassing Roger and Newgate surpassing Rocks is the proof they were true Kings: they made everyone around them naturally stronger, while Imu's strength is a deal with the devil.

We'll have to wait for the Straw Hats Hell Rescue Arc, and see Rocks in hell, I guess, to see if he's gotten any stronger.

Xebec was only 43, so he didn't quite make it to his 50's, where characters like Roger, Garp and Whitebeard seemed at their full prime.
