Oda's inconsistency when it comes to powerscaling I think is down to his sheer laziness. Bro doesn't care anymore. If it fits the need of the story he will do it. After this Hajrudin fiasco, I’m convinced that Imu is at his strongest when he first arrived. He‘s progressively getting weaker, Oda even hinted at it last chapter. He’ll dish out some more powerful attacks later, but his first round against Loki is when he was at his strongest combat-wise. If he went all-out upon arrival, Elbaf would have been cooked.

I think there’s a serious argument to be made that the grand fleet alone is strong enough to take on most of the BMP or Beast Pirates.

If Hajrudin is this strong, we can only assume the others grew at a similar rate. Hajrudin specifically was never even portrayed to be the strongest of the commanders, though I wouldn’t be surprised if he became the strongest due to his connection to Harald/Loki.

Cavendish, Bart, and Sai are all likely YC tiers at this point. Cavendish himself is likely a YC1 imo.
