It's based on assumptions. Nobody knows about Imu, and Shanks lost an arm and stopped fighting Meh'awk, so you end up with Vista's rival as the top swordsman
I mean, it's not like there was some competition to determine who has the best sword skills, the best Haki, or the best physical abilities. People just assume.
We never see Shanks in a prolonged battle, it's already confirmed he has CoO killer ability which has nothing to do with swordsmanship as well, and Shanks himself said he doesn't play by the rules. If he has that mindset he has no reason to use only swordsmanship in a real fight.

I don't think Oda will directly say it but I think he's going to portray Shanks at such a high level it will be difficult to argue. Probably above Roger too
Yes, he has the *best* DF, for all the myriad of abilities he has. But it's to the point where it feels like you give Spandam his power and he'd still be dangerous.
