I was a believer at some point, but the last 100 chapters have made it kind of clear that they're not really in Oda's mind much

Crocodile=exists to be hypetooled tbh. Probably against Shiryu or some lorosei or something. Just any villain that Oda realizes he needs to hype last min, Crocodile exists for that. He looked alright at MF, but the final war is supposed to be much more competitive
Mihawk=obviously one of the stronger characters, but he'll lose to Laughtale Zoro ish. He's never going to take the organization seriously or fight Sengoku, but will probably show some insane feats in the final war(think Iceburg, but more up to current OP standards)
Buggy=will get some secret ancestry probably, but will just continue mr Satan status. Not much to say here.

I think Moria will probably join and maybe Weevil, but that's really it
