All we know is that the man marked by flames voyages the seas, not lives on it.
If Oda introduces a character by highlighting as their most important traits : that their ship is black and creates whirlpools capable of swallowing other vessels at sea.

it means he intends to show the Straw Hats encountering that black ship at sea and the Thousand Sunny being sucked into a whirlpool.

during the first meeting with the man with the burn scar

You just have to think about it, it's common sense.

Or oda is setting up that black ship to be a big reveal at the end of Elbaf

The Straw Hats will cross paths with this black ship and a Whirlpool at sea just before the Lodestar Island

Oda always puts in place an obstacle that blocks their path at sea during the journey between two islands

The ship is the Oro Jackson.

The whirlpools are a mechanism needed to reach Lodestar and/or Laugh Tale.

It was implied that the whirlpools were there to prevent anyone who wasn't supposed to reach it from stealing the Road Poneglyph.
by devouring the enemies who venture too close to his black ship.

If he were, we would have known from the moment his character was introduced, and it didn't happen that way
Gaban isn't the man with the burn scar, that theory is dead

There’s a reason Gaban told the straw hats to meet him after Elbaf if the country remains safe.

Gaban has every indication of it being him including a literal flame mark.

Gaban has been in the story for like 2 years now, feels kind of odd for oda to hold back the reveal, Dragon doesn't actually travel either, so I think it'll be a new character

What's absurd is thinking it's Dragon.

Oda already introduced a mechanism required to reach the New World. None have reached Lodestar in 800 years, only the Roger Pirates are known to have reached Raftel, so it only makes sense reaching either requires a special mechanism. That could easily be creating whirlpools to dive.

As the navigator of the crew, it only makes sense Gaban held onto the Oro Jackson.

Gaban has not been debunked in the slightest. Clearly, you don't know what you're talking about.
