My guess is that Oda's original plan was for Doflamingo to play a major role in the Wano arc, and have him get defeated along with Kaido.

While Big Mom was originally going to be the main villain of the Elbaf arc, and Elbaf was the place where Big Mom was maybe originally supposed to have been defeated.
