He would have to be fighting someone who didn't have a DF for one, and even then.......most people don't even have the mobility to risk it. Like, it would have ro be someone with a Geppo-type technique just to even vaguely compete with his manoeuvrability, and even then NOBODY BUT FISHMEN CAN BREATHE UNDERWATER.

Whoever he was fighting underwater would constantly be trying to CHANGE the fact that they were fighting underwater (like Sanji back in Arlong Park). Most fights that weren't low diff wins just wouldn't stay in Jimbei's element for obvious reasons. And it wouldn't necessarily make him overall stronger even if he won because of that either.

Zoro got captured by Hody Jones of all people because of that disadvantage. Its not lile it scales early Fishman Island Hody to above Zoro because of that. 😅
