Sanjis body was though even before the exoskeleton, remember Nami pointing it at Punk hazzard. We can literally see it turned off before Imus attack. Exoskeleton is connected to Sanjis emotions like Momonosukes DF, so if he is unstable it can not be used. Sanji just doesn't want to use it much because it changes his character.
