To be fair, I think its that they just value Admiral level characters too much to get rid of one. It took a world draft to find 2.

Do you guyz think Sanji will finalizes his character journey in this arc or is Oda waiting to throw something more at him at the very end of the manga?

To me, we are getting real close. Sanji's healing.

I actually would prefer if Imu was defeated for good this arc. I'm already tired of him.
But I think it's going to be either "oh no my clock's ticking, I need to go home" or "oh no my minions are useless, I am feeling fatigued after they got defeated, let me go home to recuperate"
