I never thought of it as a nerf to his Haki, for me it was always a nerf to his Black Leg Style,
I've always pointed out how Sanji's Martial Arts is worst among all ones we've seen so far, not because it's less Powerful, but because Sanji isn't using it right, He never tried to overwhelm his opponent directly, He always sacrifices his body to secure finishers,
It also made him imo not interested in learning long range techniques,
But it didn't prevent him from learning Haki and also developing it further as He claimed in Onigashima against Queen,
I honestly have no idea what will be the trigger for Sanji to unlock CoC, especially seeing how Ivankov Flashback is already used, alongside other key moments of his adventure, so what will Sanji remember exactly to unlock CoC? I can only think of Sora tbh
