This chapter once again confirmed that if you dont have CoC you cant beat the HKs. How very sad for these side characters to have so much panel time but not showing any signs of having CoC/ACoC. At least Doffy and Katakuri have hope that post prison gains Doffy can become stronger and unlock ACoC or 49 yo Katakuri can come out Mamas basement since she is dead and bloom into learning ACoC.

Fuji is probably the only one who has good chance od possessing this ability. Luzan would have shown it if he had it when 80 years old garp was beating his ass until Shiryu stepped in to save him. Lizard also fought g5 luffy showed so signs of good haki pure df merchant. If loda is generous he might gift it to the red puppy but he will sabo victim the mera mera no mi he was mocking will be the df that lol diffs him. Imu, Gorosei, Shanks, Rayleigh, Flashback Characters (Oden, Roger, Xebec, Harald, Joy Boy), WB, Sengoku, Doflamingo + Dragon/Mihawk were Confirmed as CoC Users before They even showcased a Named Technique, while others like Hancock, Chinjao, Big Mom, Katakuri, Kaidou, Garp & Gaban were Confirmed not long after we've seen their First Technique (Same Chapter or Same Volume or Next),
In other words, Oda never keeps CoC this Hidden, it is among the first things revealed for these Characters, this exception is only for "Young/Rookie" Characters because They are learning,
For me personally, I don't consider Admirals, Crocodile, Moria, Kuma, Jinbe, Blackbeard, Magellan, Enel, many Yonko Commanders to have CoC, Oda would have revealed it already.
Only Candidates left are those who haven't shown any Named Technique & it makes sense for them to possibly have CoC:
Weevil, Kong, Tsuru, Shamrock, Beckman, Roux, Yasopp ... etc
